Elizabeth Butler worked at Pierce Atwood after serving for four years as Chief Counsel to Maine Governor Angus King. As Chief Counsel, Elizabeth was responsible for managing all legal matters pending before the Office of the Governor and served as a member of the Governor’s senior management team. Several of her key achievements as lead counsel included negotiation of a landmark agreement to remove the Edwards Dam on the Kennebec River, joint management of the Atlantic Salmon Task Force to develop the Maine Atlantic Salmon Conservation Plan, and management of the Governor’s judicial nomination process.

In addition to her corporate and economic development practice, Elizabeth advised clients on administrative and environmental law issues. Prior to joining the Governor’s staff, she practiced at Pierce Atwood from 1985-1994. Elizabeth also served as an Assistant Attorney General in the Maine Attorney General’s Office Natural Resources Division (1979-1983).

At Pierce Atwood, Elizabeth assisted businesses with start-up and expansion projects by providing the full range of legal services needed by growing companies, including advice on the most efficient use of Maine’s economic development incentives, streamlining the process for environmental, land use, and other governmental approvals, and related tax planning, employment, and intellectual property issues.

Elizabeth is now practicing at Butler Law Offices LLC in Brunswick, Maine where she continues her corporate, administrative, environmental, and public law work for companies and non-profits.  Her current domestic practice focuses on sustainable economic development, working with a number of renewable energy and innovation economy stakeholders.  

In her international practice, she serves as legal advisor to international donor and multilateral lenders, such as the Millennium Challenge Corporation and the United States Agency for International Development, on energy, water and wastewater sector matter, including the creation of sustainable legal and regulatory frameworks, drafting of primary and secondary legislation, and renewable energy incentives
